Why send a written acknowledgment when a candidate declines?

It formally closes the offer relationship, prevents downstream ambiguity in HR records, and is the conventional courtesy that closes the relationship on professional terms.

Is the candidate allowed to withdraw acceptance after they accepted?

Yes. Japanese case law treats the worker side of the labor contract as terminable at will with reasonable notice. The 入社辞退受領通知 acknowledges this withdrawal cleanly.

Does this acknowledgment require the candidate's signature?

No. It is a one-way notice from the company confirming receipt; the candidate's decision itself ends the offer.

Can the company seek damages when a candidate withdraws after acceptance?

Almost never in practice. Pursuing damages is poor business practice, will likely fail in court, and damages the company's reputation. The acknowledgment should be courteous, not adversarial.
